Gov's tax refund bill axed in special session

The measure failed to pass garnering only seven votes in support, six voting nay, and two excused.  
The agency received a modified opinion on its compliance with federal programs.
If passed, Bill 87 will transfer $430,000 from Capitol District Fund to the Guam Department of Education to start repairs to leaking roofs, temporary classrooms, and air-conditioning units at the Yigo campus.
