Gov. Calvo calls Bill 4 "emotional BS"

Governor Eddie Calvo shares his frustration and disappointment  over passed Bill 4, which seeks to repeal GovGuam pay raises. 
Both Bill 4 and Bill 9 are considered veto-proof, provided no lawmaker switches their vote if the bill comes back for override.
