Guam - Senator Michael San Nicolas continues to introduce measures to further improve government cash flow. His latest bill to help with this goal would place tax stamps on cigarette packs.
The Democrat lawmaker's office says other jurisdictions use this policy to ensure compliance with tax laws and other regulations and could help Guam collect an estimated $12 million of unpaid sin taxes.
A release uses the Philippines as an example of this idea working, as it was able to capture $1 billion after implementing the cigarette stamps.
Senator San Nicolas adds the stamps will also help curb underage smoking by allowing packs sold to minors to be tracked back to individual establishments.
