Guam - GRRP spokesman David Sablan defends GRRP's request for a federal investigation, accusing the federal receiver, GBB, of knowingly allowing leachate from the Layon landfill to be piped feed into a wastewater treatment plant that is leaking it, untreated, into the ocean.
Sablan maintains that the Inarajan Wastewater Treatment Plant is not in compliance with federal regulations and should not be used to process Layon's leachate.
Paul Kemp, GWA's Assistant General Manager in charge of compliance, says Sablan's accusations are "unprofessional" and "incompetent".
