3 Convicted Murderers on DOC Work Detail Repair Railing at Adelup SATURDAY

Guam - DOC Lt. Antone Aguon has acknowledged that 3 convicted murderers were part of a prison work detail that repaired a railing at the Governor's Adelup complex Saturday morning.

Lt. Aguon identified the 3 inmates as Vince Palomo, Ed Dela Pena and Joaquin Camacho. All 3 are serving life terms on various murder charges at the Mangilao prison.

The 3 were part of a 5 man detail, all of whom are inmates at DOC. Lt. Aguon said 2 un-armed DOC Guards supervised their work. All 5 inmates were returned to the prison without incident by mid-afternoon.

Lt. Aguon admitted that convicted murderers doing life in prison are not allowed to participate in supervised release programs, normally.

But he said that DOC Director Jose San Agustin used his "ELOC" authority to approve the recommendation of Warden Francisco Crisostimo.

ELOC stands for "Extension Limits of Confinement" which Aguon said allows the Director to approve work releases for inmates "for compelling reason."

The 5 inmates were assigned to weld a damaged railing at the Governor's complex.

Lt. Aguon noted that all 3 convicted murderers are classified as minimum security inmates, no one was at the Adelup complex Saturday morning and using prisoners for jobs of this nature saves the cash strapped government money.
