Governor blasts Speaker & Congresswoman over section 30 funds

The Governor issued a press release saying that Speaker B.J. Cruz and Congresswoman Madeleine Bordallo’s office intentionally misrepresented the amount of section 30 money that Guam would be receiving in order to “torpedo the Governor’s efforts to get people their tax refunds quickly.”

Guam – $61 million in tax refunds will be paid out over the next few days thanks to section 30 funds. However, the Governor says this is no thanks to Speaker B.J. Cruz and Congresswoman Madeleine Bordallo who he says misled the public by saying there wouldn’t be enough section 30.

The Governor’s Office announced today that $28 thousand Guamanians would be receiving their tax refunds in the next few days thanks to the receipt of $78 million in Section 30 funds. A total of $61 million in tax refunds will be paid for status A refunds filed up to May 24.

The Governor issued a press release saying that Speaker B.J. Cruz and Congresswoman Madeleine Bordallo’s office intentionally misrepresented the amount of section 30 money that Guam would be receiving in order to “torpedo the Governor’s efforts to get people their tax refunds quickly.”

The Governor says that the Speaker and the Congresswoman’s deception prevented the Governor’s tax refund bill from being passed and thus “slowed the payment of tax refunds to Guamanians.”

The Governor’s office writes that if the Governor’s tax refund bill had been passed then the tax refunds would have been paid out much sooner.

The Speaker issued a statement saying “I have continually said that the fundamental goal of the FY18 budget proposal was to under promise and over deliver.  That’s why the FY18 budget always contains a provision (chapter 1, section 6) dedicating excess Section 30 monies to the payment of tax refunds. Spending newfound money is never a problem in the government of Guam, and the very next bill which passes after an override of the budget can be a measure that dedicates this new money to other priorities.”

Lt. Governor Ray Tenorio has chimed in with a special address in which he says in part “once again, Speaker B.J. Cruz is using the people of Guam as pawns of his political chess game. He claims that he was under-promising section 30 so he can over-deliver!?! The only thing he under-promised is his ability.”
