Guam – Black Construction has submitted the lowest bid for closing the Ordot dump and mitigating the environmental damage that has been done there
Black’s bid was $40,877,337, about $200-thousand dollars less than the next lowest bid from Core Tech.
There were four bids submitted according to a report from Gershman, Brickner & Bratton, the Federal Receiver over seeing the closure of the old dump. The bids were opened and read aloud Friday morning, as required by Guam Law, at the Offices of the Guam Solid Waste Authority.
GBB says that their official estimate for the project was $57,061,109.48.
That estimate was placed under seal by the Court at the Receiver’s request to protect the integrity of the bidding process.
GBB explains that the official estimate included a contingency to address issues that cannot be known until the construction process is underway, in the amount of 20 percent.
